Our stay was good. We were in close walking distance to many restaurants and activities. The beds were not comfortable, room was semi clean and we were there for one night.

Staff was nowhere to be found
Stayed at the Congress plaza hotel a for 3 nights and the service was pretty terrible. It took us 30 minutes to get checked in because there wasn’t anyone at the front desk. House keeping came day 3 of our 3 night stay, took all the washcloths and didn’t leave any clean ones. I went to get a drink from the bar to take up to my room and there wasn’t anyone to be found for a good 10 minutes. While the hotel itself is historic, it felt like I was staying at the overlook hotel from “The Shining” as there wasn’t any staff to be found.

a very economical The Congress is an old hotel. The mgmt appear to be doing their best to maintain what was once a queen of Chicago hotels. My room was small by current standards but very comfortable. At –5below wind chill outdoors my room was warm. The shower/toilet small but adequate. The complimentary breakfast was nothing exceptional but I was impress by the attendant. She appeared to care for what the customer was wanting/needing.

It's fine for the price
Everything looked nice but the building is pretty old, we could hear our neighbors when they got a little loud and the toilet kept making a weird running noise. The AC was ineffective so the room felt stuffy most of the time. The view was nice though.
